Discussion of the Draft New Constitution of the Republic of Kazakhstan Held at Kozybayev University

A discussion of the draft new Constitution of the Republic of Kazakhstan took place at Kozybayev University. The event brought together representatives of the university community, maslikhat deputies, members of the Public Council, and student youth.

For the region’s only university, the draft of the Fundamental Law is of particular significance. It was developed on the initiative of the President and is the result of multi-level work. The proposed changes affect most provisions of the current Constitution, shaping a new constitutional architecture oriented toward contemporary challenges.

“For the first time, at the level of the Preamble, education, science, culture, and innovation are закреплены as key values of the country’s development and are further reinforced through specific legal provisions in the articles and clauses of the draft. This means that these priorities become the highest legal guideline for all branches of government. For us, this is a signal of the increased role of higher education, science, and academic responsibility,” noted Chairman of the Executive Board - Rector Yerbol Issakayev.

During the meeting, participants were presented with the key provisions of the draft new Constitution. Speakers highlighted its positive aspects as well as points that, in their view, require further refinement, and discussed the significance of the proposed changes for the future development of the state and society.

The participants had the opportunity to ask questions of interest and exchange views in an open and constructive dialogue.
