Omirbayev Serik Maulenovich
Biography
Omirbayev Serik Maulenovich was born on February 2, 1958 in Karaganda region in the city of Karkaralinsk. Kazakh. Higher education. Doctor of Economic Sciences, Professor.
In 1982 he graduated from the Karaganda State University with a degree in "Finance and credit". From 1985 to 1988 he studied at the postgraduate of the Moscow Financial Institute.
From 1982 to 1999 he worked at the Karaganda State University named after E.A. Buketov as a lecturer, senior lecturer, associate professor, head of a chair "Finance" the Dean of the Faculty of Economics.
From June to December 1999 he worked as a consultant for the sector of Social Development of the Economic Department of the office of the Prime Minister of the Republic of Kazakhstan.
From 1999 to 2001 he worked in the Ministry of Education and Science of the Republic of Kazakhstan as the head of department, chief of department, deputy director of the Department of Higher Education.
From 2001 to 2003 he worked as vice-rector responsible for academic affairs of the Eurasian National University named after L. Gumilev.
From 2003 to 2007 he worked at the National Center for State Education Standards and Testing of the Ministry of Education and Science of the Republic of Kazakhstan control supervisor, deputy director.
From 2007 to 2011 he worked in the Ministry of Education and Science of the Republic of Kazakhstan as a Director of the Department of Higher and Postgraduate Education, Department of Development Strategy.
From November 2011 to January 2012 he worked as Deputy Chairman of the Board of JSC "Analytical Center of akimat of Mangistay region".
From February 2012 to February 2015 he worked as the rector of Pavlodar state university named after S.Toraigyrov.
From March to August 2015 he worked as Director of Academic Affairs NU "Independent Kazakhstan Quality Assurance Agency in Education".
Since August 2015, May 2016 served as director of the Department of higher and postgraduate education and international cooperation of the Ministry of Education and Science of the Republic of Kazakhstan.
From June 2016 to October 2019 - acting rector, rector of the M. Kozybaev North Kazakhstan State University.
S.M. Omirbayev is a competent expert in the scope of high school, engaged in the development of normative legal acts regulating higher and postgraduate education, and the formation of educational programs, curricula and programs of educational disciplines. He was behind the introduction of the principles of the Bologna Declaration in the education system of Kazakhstan, is the author of scientific and methodological works devoted essentially instruments of the credit system of training, issues of distance education, accreditation, quality evaluation system of education. Many of his ideas and proposals introduced in the educational activities of higher education institutions.
S.M. Omirbayev published more than 150 scientific papers and articles, including 4 books, 8 manuals, 7 monographs. The fundamental works include the books: "The budget system of the Republic of Kazakhstan", "Taxes and taxation in the Republic of Kazakhstan", "Finance", "State Budget", "Memlekettik budget", "Social Security Finance".
Tutorial "Memlekettik budget", written by a team of authors, in 2013 was awarded the Science Prize of the Ministry of Education and Science of the Republic of Kazakhstan named after Sh.Ualikhanov.
During his career, he was awarded the following departmental and Government awards:
- Lapel pin "Excellence in Education" (2000);
- Gratitude of the President of the Republic of Kazakhstan (2001);
- Lapel pin "Honorary Worker of Education of the Republic of Kazakhstan" (2002);
- Lapel pin "For merits in development of science of the Republic of Kazakhstan" (2003);
- Gratitude of the President of the Republic of Kazakhstan (2007);
- Order "Kurmet" (2008);
- Jubilee medal "10 years of Astana" (2009);
- Lapel pin "15 years of the Financial Police of the Republic of Kazakhstan" (2009);
- Jubilee medal "20 Years of Independence of the Republic of Kazakhstan" (2011);
- Medal of the name of Y.Altynsarin (2015).
Married, with a daughter and grandchildren.
