Sustainable development policy

in the field of Sustainable Development of NJSC "Manash Kozybayev North Kazakhstan University"

INTRODUCTION

1. This Sustainable Development Policy (hereinafter referred to as the Policy) defines the principles, goals, objectives, management system, and implementation mechanisms for the sustainable development of NJSC "Manash Kozybayev North Kazakhstan University" (hereinafter referred to as the University).
2. The University acknowledges its responsibility for the impact of its activities on economic development, the social sphere, and the environment, and strives to ensure sustainable development in the long term by maintaining a balance of interests among stakeholders.
3. The Policy has been developed taking into account global priorities in sustainable development, including the United Nations Sustainable Development Goals (UN SDGs) for the period up to 2030, and is aimed at implementing the Concept for the Transition of the Republic of Kazakhstan to a "Green Economy" and other national strategic documents in the field of ecology and sustainable development.
4. The Policy is developed in accordance with the Corporate Governance Code of NJSC "Manash Kozybayev North Kazakhstan University," and also considers the provisions of international standards such as ISO 26000, AA1000 (APS, SES), Global Reporting Initiative (GRI) standards, and other recognized international approaches.
5. The goal of the Policy is to establish a regulatory and organizational framework for the systematic management of the University's sustainable development and the integration of sustainable development principles into its operations.
6. Objectives of the Policy:
  • Define the principles of sustainable development;
  • Define the sustainable development management system;
  • Establish roles, competencies, and responsibilities for the implementation of sustainable development principles;
  • Determine the correlation between the University's key processes in sustainable development and their environmental impact.
7. This Policy is mandatory for execution by all governing bodies, structural units, employees, and students of NJSC "Manash Kozybayev North Kazakhstan University".
8. The principles and requirements of this Policy apply to all types of University activities, including, but not limited to:
  • Strategic planning and management;
  • Educational and research activities;
  • Administrative, economic, and operational activities;
  • Infrastructure management and campus development (energy supply, water consumption, waste management, transport);
  • Procurement processes for goods, works, and services;
  • Interaction with partners, suppliers, and contractors;
  • Development of human capital and corporate culture;
  • Communication and reporting to stakeholders.
9. The Policy serves as a framework document and is applied in conjunction with other internal regulatory documents of the University.

SUSTAINABLE DEVELOPMENT PRINCIPLES

10. The University carries out its sustainable development activities based on the following principles:
1) Accountability – the University's readiness to be responsible for decisions made and the results of activities in the field of sustainable development before the Sole Shareholder and stakeholders.
2) Transparency and Openness – ensuring the availability of reliable information regarding the University's activities, including sustainable development, to the extent necessary for stakeholders to make informed decisions.
3) Ethical Behavior – conducting activities in accordance with the norms of professional and business ethics, principles of integrity, honesty, and respect.
4) Respect for Stakeholder Interests – taking into account the interests and expectations of stakeholders when making management decisions and formulating University policy.
5) Legality – strict compliance with the requirements of the legislation of the Republic of Kazakhstan and the University's internal regulatory documents.
6) Respect for Human Rights – recognition and observance of human rights and freedoms in the University's activities.
7) Zero Tolerance for Corruption – non-acceptance of corruption in any form, implementing measures to prevent, detect, and suppress corrupt offenses.
8) Avoidance of Conflict of Interest – prevention of situations where the personal interests of employees, officials, or related parties may influence the objectivity and impartiality of decisions made in the University's activities.
9) Environmental Responsibility – striving to minimize negative environmental impact and ensure rational resource use across all spheres of University activity.
10) Principle of Inclusivity and Social Justice – creating an equitable and safe environment for all, guided by the EDI and Anti-Discrimination Policy.
11. In implementing sustainable development principles, the University is guided by the principles of stakeholder engagement, materiality, and responsiveness in accordance with AA1000 standards.

UNIVERSITY COMMITMENTS IN THE FIGHT AGAINST CLIMATE CHANGE

12. The University recognizes climate change as one of the key global threats and confirms its commitment to actions aimed at mitigating its consequences and adapting to climate risks.
The University strives to contribute to the achievement of national and international climate goals, including the Paris Agreement and the UN Sustainable Development Goals.
13. To achieve this goal, the University:
1) Develops and implements a system for assessing and regularly monitoring the University's carbon footprint (Scope 1 and Scope 2), including the consumption of electricity, heat, fuel, and other resources.
2) Implements measures to improve the energy efficiency and resilience of University infrastructure, aimed at reducing environmental impact and optimizing resource use.
3) Promotes the introduction of environmentally sustainable practices in procurement, document management, and the organization of mobility within the University.
4) Contributes to the development of a culture of conscious attitude toward climate issues in the academic and student environment.
5) Develops green campus infrastructure as an element of sustainable natural resource management and compensation for residual emissions.
6) Interacts with government structures, international organizations, and other universities to exchange experience and achieve climate goals.
14. Sustainable Development Management System
15. A sustainable development management system is formed and functions within the University, ensuring the integration of sustainable development principles into the strategy, management system, and key operational processes.
16. Every member of the university community bears personal responsibility for adhering to sustainable development principles.
17. Heads of structural units are responsible for implementing sustainable development principles in their activities and informing employees about the provisions of this Policy.
18. A permanent Sustainable Development Coordination Group is established at the University as the primary body ensuring the integration of sustainable development principles into all areas of the University's work and the effective implementation of sustainable development policies and plans.
19. Objectives of the Coordination Group:
  • Formulation and coordination of sustainable development policy;
  • Monitoring and analysis of the effectiveness of measures and plans;
  • Development of a culture of sustainable behavior and increasing awareness among members of the academic community;
  • Development and monitoring of Key Performance Indicators (KPIs) in the field of sustainable development, integrated into the overall University Development Plan.
20. The composition of the Coordination Group is formed from representatives of the Management Board, heads of structural units, faculty, students, the head of the Anti-Corruption Compliance Service, invited external experts, and stakeholder representatives.
21. The activities of the Coordination Group are carried out in accordance with the Regulations approved by the Chairman of the Management Board – Rector of the University.
22. Within the framework of the sustainable development management system, the Management Board of the University:
  • Ensures the development of a sustainable development action plan;
  • Coordinates the Policy, the Stakeholder Map, and the sustainable development action plan, and submits them for consideration by the Board of Directors;
  • Ensures the practical implementation of the Policy and plans;
  • Integrates sustainable development into planning processes, risk management, and decision-making;
  • Provides the necessary resources for the implementation of sustainable development policies and plans and for maintaining continuous dialogue with stakeholders;
  • Ensures the development of corporate culture, occupational safety, and the implementation of social programs.
23. Within the framework of the sustainable development management system, the Board of Directors of the University:
  • Ensures the formation of an appropriate sustainable development system and its implementation;
  • Approves the Sustainable Development Policy, the Stakeholder Map, and the Sustainable Development Action Plan;
  • Exercises strategic leadership and oversight of the implementation of sustainable development;
  • Approves annual sustainable development reporting (as part of the annual report or as a separate document).
KEY AREAS OF SUSTAINABLE DEVELOPMENT

24. The University's sustainable development is implemented across four interconnected areas, which serve as the basis for systematic risk analysis, the identification of material issues, and the formation of Key Performance Indicators (KPIs):
  • Academic and Research;
  • Environmental;
  • Social;
  • Economic.
25. The Academic and Research area focuses on integrating sustainable development values into educational standards and the research agenda:
  • Inclusion of UN SDGs and the climate agenda in curricula at all levels of education;
  • Stimulating interdisciplinary scientific research aimed at solving current environmental and social challenges;
  • Raising awareness and developing competencies in sustainable development among students and academic staff;
  • Developing international partnerships for knowledge exchange and the implementation of global best practices in sustainable education.
26. In the Environmental area, the University strives to minimize negative environmental impact and ensure rational use of natural resources:
  • Implementation of measures to combat climate change through improving the energy efficiency of facilities and monitoring greenhouse gas emissions;
  • Rational use of water resources and implementation of resource-saving technologies in administrative and economic activities;
  • Improving the waste management system, including the introduction of waste separation practices and minimizing the use of non-recyclable materials;
  • Developing green campus infrastructure and promoting environmental responsibility principles among students and employees.
27. The Social area is aimed at creating equitable and safe conditions for the realization of the potential of university community members:
  • Ensuring equal rights and opportunities, as well as developing an inclusive environment in strict accordance with the EDI and Anti-Discrimination Policy;
  • Maintaining a culture of zero tolerance for any forms of discrimination, harassment, and violation of ethical norms;
  • Ensuring occupational safety, health protection, and the implementation of professional development programs for employees;
  • Fair remuneration and respect for workers' rights, individual personnel development, and the implementation of social programs for staff;
  • Conducting environmental and educational campaigns;
  • Strengthening interaction with stakeholders and active contribution to the socio-economic development of the region.
28. Activities within the Economic area are focused on ensuring long-term financial stability and implementing advanced corporate governance practices:
  • Integrating sustainable development principles into strategic planning, risk management, and management decision-making;
  • Implementing sustainable procurement principles that consider environmental and social criteria when selecting suppliers and contractors;
  • Ensuring a high level of transparency and strict compliance with professional ethics and anti-corruption legislation;
  • Effective allocation of resources for infrastructure modernization and maintaining the University's investment attractiveness;
  • Growth of long-term value, ensuring the interests of shareholders and investors, increasing process efficiency, growing investments in the creation and development of more advanced technologies, and increasing labor productivity.
STAKEHOLDER ENGAGEMENT

29. The University identifies stakeholders and carries out systematic interaction with them based on generally accepted international standards.
30. To determine the list of stakeholders, the degree of their influence, and spheres of influence on the University's interests, a University Stakeholder Map is developed.
31. Stakeholder assessment results are used when updating the University's Development Program and Plan, in strategic decision-making to assess the impact on key groups and identify risks, in the development and adjustment of educational programs, scientific plans, and projects, as well as for planning communication activities and public events.

IMPLEMENTATION, MONITORING, AND REPORTING MECHANISMS

32. The implementation of the Policy is ensured through a system of internal regulatory documents, including:
  • Anti-Corruption Policy;
  • Internal Quality Assurance Policy and Standards;
  • Sustainable Investment Policy;
  • Sustainable Procurement Policy;
  • Policy on Equality, Diversity, and Inclusion (EDI) and Anti-Discrimination;
  • Risk Management and Internal Control Policy;
  • Stakeholder Map;
  • Code of Corporate Ethics;
  • Sustainable Development Action Plan.
33. The University carries out regular monitoring of the implementation of the Policy, the action plan, and the achievement of established indicators.
34. Sustainable development reporting is approved by the Board of Directors and brought to the attention of stakeholders.

FINAL PROVISIONS

35. This Policy is subject to regular review at least once every three years, taking into account changes in the external environment, international standards, and University priorities.
If necessary, amendments and additions may be made to enhance its effectiveness.
36. This Policy establishes the University's strategic course toward implementing sustainable development principles, creating favorable conditions for long-term growth, and strengthening the University's position as a responsible institution supporting environmental, social, and governance initiatives.
