Students Meet with Tolebay Rakhypbekov
Students of the Faculty of Medicine had a unique opportunity to meet Tolebay Rakhypbekov, a distinguished Kazakhstani medical scientist and healthcare administrator, Doctor of Medical Sciences, Corresponding Member of the National Academy of Sciences of the Republic of Kazakhstan, PhD graduate of Shimane University in Japan, and professor.
He delivered an open lecture entitled “Spirituality and Leadership,” attended by students, faculty members, and university staff.
The event was organized as part of the university’s program marking the 95th anniversary of Manash Kozybayev, which is being celebrated this year. Tolebay Rakhypbekov shared fond memories of the eminent scholar, highlighting his unquestioned authority and wisdom. Ilyas Manashevich Kozybayev, Manash Kozybayev’s son and Doctor of Historical Sciences, also attended the lecture.
“I believe that today the university community, particularly those in the medical field, is fortunate. You have welcomed an extraordinary person with a remarkable life story and charisma, who has devoted more than 50 years to the Hippocratic vocation, science, and higher education and ultimately contributed to strengthening the country’s international standing. While serving as a deputy of the Supreme Council of the Kazakh SSR, Tolebay Kossiyabekovich participated in the drafting of 56 laws. At his initiative, the retirement age was lowered for representatives of several working-class professions. During his eight months as head of a department at the Ministry of Health, he established the Scientific and Practical Centre for Disaster Medicine and transferred former clinics of the USSR Ministry of Atomic Industry in Aktau, Stepnogorsk, and Pavlodar to republican ownership. During the extremely difficult period of 1998–1999, he served for a year and a half as Chairman of the Healthcare Committee with ministerial status. It was then that primary healthcare and family medicine became priorities, and a new healthcare financing mechanism, which remains in use today, was introduced. At his direction, family medicine faculties and teaching and laboratory family outpatient clinics were established at six medical universities across the country, and 1,420 family medical outpatient clinics were created,” Ilyas Kozybayev said.
During the interactive lecture, Tolebay Rakhypbekov shared examples of neurolinguistic communication, explained different channels of information perception, discussed the influence of emotions on human health, and spoke about the development of leadership qualities.
“When you have a goal, you must pursue it, remain true to your ideas, and seek ways to achieve it. Above all, you must serve people. I like a statement by Benazir Bhutto: ‘I dream that every citizen born in my country is planned for, is born into a happy family, has the opportunity to receive an excellent education, and lives to a ripe old age.’ I sincerely wish for the same,” Tolebay Rakhypbekov noted.
At the conclusion of the meeting, Tolebay Kossiyabekovich was presented with the “Academician Manash Kozybayev” Medal and awarded the title of Honorary Professor of Kozybayev University.
